After changing system configuration and making apply for changes, or not frozen but something wrong with explorer, there is an easy way to restart explorer without sign-in/out or restarting system.
Hold down Ctrl and Shift key, and right click task bar. You will see “Exit Explorer” in menu.
Exiting explorer will leave you in start screen with blank blue screen, no tiles, no charms.
“Ctrl + Shift + Esc” key will call task manager. Press More details if you are in simple mode.
From file menu, select “Run new task” and enter “explorer” and click OK.
Explorer will start again.
2nd easier method.
Right click task bar and select Task Manager, or press “Ctrl + Shift + Esc” to call Task Manager.
Press More details if you are in simple mode.
Find “Windows Explorer” in Processes tab, right click, and you will see “Restart” at top of the menu. Click restart, and you are done.
Right clicking task bar while holding Ctrl + Shift also works in Windows 7.
